How are Turkish administrative fees (harç) updated annually?

Annual harç updates work in three steps.

1. Yeniden değerleme oranı (revaluation rate) is set by the Treasury and Finance Ministry based on inflation. For 2025 this was 25.49%.

2. Cumhurbaşkanı Kararı (Presidential Decree) sets the actual fee increase, which may differ from the inflation rate. For 2026 the decree (No. 10783, 30/12/2025) set an 18.95% increase on maktu (fixed) fees.

3. Hazine ve Maliye Bakanlığı (Gelir İdaresi Başkanlığı) publishes the schedule in Resmî Gazete via Harçlar Kanunu Genel Tebliği. For 2026 the publication is Seri No. 98.

Watch-outs
  • The decree-set rate can differ from the inflation rate. Never assume they're equal — quoting "fees went up by inflation" can give the wrong number.
  • The Tebliğ is the operative document. The decree authorises the change; the Tebliğ is what desks reference.
