Who qualifies for a Turkuaz Kart (Turquoise Card) in Türkiye?
General information, not legal advice. For high-stakes decisions, confirm with the official institution in the next-step below, or consult a qualified Turkish lawyer.
Pending expert review. This fact is sourced but has not yet been reviewed by an independent legal expert. Treat as a starting point.
The Turkuaz Kart is awarded to high-skilled foreigners scored on five dimensions:
- Education level
- Professional experience
- Contribution to science and technology
- Economic and employment impact of their work or investment in Türkiye
- Recommendations of the Uluslararası İşgücü Politikası Danışma Kurulu and CSGB-defined criteria
How it works. The card is issued initially with a 3-year transition period during which CSGB may request information about your activities. If not cancelled during transition, it becomes indefinite on application. The holder enjoys all the rights of a Süresiz work permit. Spouse and dependent children receive a Turkuaz Kart Sahibi Yakını Kartı, which serves as their residence permit while the main holder's card is valid.
Watch-outs
- Geçici Koruma status holders are explicitly excluded from Turkuaz Kart eligibility. The two pathways don't overlap.
- During the 3-year transition period, CSGB can request documentation about your activities at any point. Keep records — investments, publications, employment letters, board appointments.
- The card is valid for set periods like any other permit. Verify your specific card's validity dates on the card itself — the "indefinite" status doesn't mean the document lasts forever.
Next step
If you believe you meet the criteria, prepare a portfolio demonstrating education, professional achievements, and investment or economic activity, then apply through CSGB Uluslararası İşgücü Genel Müdürlüğü. The application is portfolio-heavy; a half-prepared submission is a refusal.
