Yes. For Türkiye Bursları (YTB) scholarship holders, CSGB obtains an opinion from Yurtdışı Türkler ve Akraba Topluluklar Başkanlığı (YTB) before evaluating any work permit application. In practice, your scholarship sponsor signs off on work compatibility before the permit can proceed. The rule is in CSGB Çalışma İzni Başvurusu Değerlendirme Kriterleri Section 9.6.

  • Many YTB scholarship contracts prohibit paid work entirely. Read your specific contract carefully before applying — the terms vary by scholarship type (undergraduate, graduate, doctoral, special programmes).
  • Working informally without a permit while on a YTB scholarship can trigger scholarship cancellation in addition to the legal consequences. Two penalties, not one. And the cancellation typically takes back stipend already paid in the affected period.
  • The YTB opinion is binding. If YTB objects, the work-permit application is refused regardless of other criteria — there's no override at CSGB level.
  • This rule applies during your scholarship period only. Once the scholarship ends (graduation or formal termination), the standard student work rules in work-10 or work-11 take over.
