When did the current work-permit evaluation criteria take effect?

Different parts of the Çalışma İzni Başvurusu Değerlendirme Kriterleri came into force at different dates:
- Most criteria: effective 01/10/2024. This includes the standard 5:1 employment ratio, sector-specific rules (including the foreign-student rules in Section 9), the wage criterion, and the exemption categories.
- Financial thresholds: the paid-up-capital amounts in A Bölümü Section 2 (500,000 TL etc.) and the shareholder-capital amounts in C Bölümü Section 1 — effective 01/01/2025.
- Animal-husbandry financial-criterion exemption (Section 10.5) — effective 11/03/2026.
- Tourism accommodation expanded employment rule (Section 8.7) — effective 11/03/2026.
The foreign-student rules in Section 9 have been part of the baseline since 01/10/2024 with no later amendments to date.
Watch-outs
- If you're reading guides or forum posts written before October 2024, the numbers and rules in them may be obsolete.
- Even after the 01/10/2024 baseline, the rules continue to receive targeted amendments — check the F Bölümü Yürürlük section of the current Değerlendirme Kriterleri document for the latest effective dates before quoting any specific rule.
- The brüt asgari ücret used in the wage criterion (fact
work-16-wage-criterion) is updated by the Ministry of Family separately and changes on a different schedule — usually annually, sometimes mid-year.
