At the Turkish border, who is refused entry (kabul edilemeyen yolcu)?

Law 6458 Article 7(1) sets three categories of refused entry at the Turkish border.
(a) Foreigners without a valid passport (or passport-equivalent), visa, ikamet, or çalışma izni. Also foreigners whose documents or permits were fraudulently obtained or are fake. The forgery doesn't have to be sophisticated — the test is whether the document was lawfully issued.
(b) Foreigners whose passport (or passport-equivalent) doesn't have at least 60 days of validity remaining beyond the end of the planned visa, visa-exemption, or ikamet period. This is the same 60-day buffer that shows up on the ikamet application — same rule, different enforcement point.
(c) Foreigners falling under Article 15(1) categories — the visa-refused list. This applies even to nationals of visa-exempt countries, because the Article 15 list is its own grounds for refusal.
Refused foreigners are held in the designated border-control zone until the case concludes. The decision is delivered in writing with appeal rights stated.
Watch-outs
- The 60-day passport-validity buffer appears in two places: at the border (this fact, Article 7b) and in the ikamet application requirements (permits-12). Both need the 60 days. Failing either one stops you.
