Which sectors require pre-approval from another ministry before a work permit can be issued?

General information, not legal advice. For high-stakes decisions, confirm with the official institution in the next-step below, or consult a qualified Turkish lawyer.

Pending expert review. This fact is sourced but has not yet been reviewed by an independent legal expert. Treat as a starting point.

Work in mesleki yeterlilik gerektiren sağlık ve eğitim hizmetleri (vocational health and education services) requires pre-approval (ön izin) from the relevant ministry before CSGB can issue a work permit.

  • Health sector: Sağlık Bakanlığı (Ministry of Health).
  • Education sector: MEB (Milli Eğitim Bakanlığı) or YÖK Başkanlığı, depending on the role's level.
Watch-outs
  • Pre-approval is filed before the CSGB application, not in parallel. The CSGB system rejects applications missing the pre-approval document at the submission stage.
  • Allow weeks to months for pre-approval, depending on the ministry and your role. Plan the work permit timeline around the slower ministry first.
  • Without the pre-approval document attached, the CSGB application is rejected on completeness grounds — see work-23.
Next step

Identify the right pre-approving ministry for your role first, then apply for the pre-approval. Only after receiving it should you submit to CSGB. The wrong-ministry application wastes weeks; ask before applying.
