The student residence permit application runs through a fixed five-step pipeline. The university is the gatekeeper at every stage — Göç İdaresi will not process your application directly. The five steps:
1. Register at the university first. Then go to e-ikamet.goc.gov.tr and click "İlk kez ikamet izni başvurusu yapıyorum", then "Yeni bir başvuru yapmak istiyorum". Fill the pre-registration form, select "Öğrenci ikamet izni" as the permit type, complete the application, then print and sign it.
2. Prepare the required documents in the form. The full list is in permits-11. Have every document ready before the university's submission window opens — chasing missing papers mid-window is how applications miss deadlines.
3. Submit the complete document set to your university's designated office by the deadline the university gives you at registration. Incomplete submissions are refused at the desk — the university won't forward them.
4. The university forwards your documents to the İl Göç İdaresi Müdürlüğü (Provincial Migration Directorate) on your behalf. The directorate may contact you for additional documents during evaluation, so keep your phone number and email accurate. Communication comes only from the university or the Müdürlük directly — anyone outside this chain offering to "help" or "expedite" is not part of the process.
5. Göç İdaresi Başkanlığı prints your İkamet İzni Kartı and ships it via PTT cargo to the address on your application. You receive an SMS notification when it ships.
Watch-outs
- The university handles the forwarding. Never bypass and submit directly to Göç İdaresi unless your university's international office explicitly instructs you to.
- Each step has its own timing. Missing the university's document deadline voids the application — no exceptions.
- The card ships to the address on your application, not the address you live at later. If you move between application and shipment, the card can be returned to sender and the process restarts.
