What documents do I need to apply for a student residence permit?

General information, not legal advice. For high-stakes decisions, confirm with the official institution in the next-step below, or consult a qualified Turkish lawyer.

Pending expert review. This fact is sourced but has not yet been reviewed by an independent legal expert. Treat as a starting point.

Seven document categories. Every one of them is required; missing one means the university rejects the submission before it ever reaches Göç İdaresi.

1. Başvuru Formu — the application form generated by the e-İkamet system. You print it and sign it. A lawyer can sign in your place only with a notarised power of attorney.

2. Passport plus photocopy of the identity-info page and the visa or entry stamp pages. Bring the original to the appointment; they verify it on the spot.

3. Four biometric photos, taken within the last 6 months, white background. Older photos and non-biometric photos are refused at the counter.

4. Valid health insurance — one of: an SGK GSS application receipt within 3 months of registration, private health insurance meeting the Göç İdaresi specification, a Bilateral Social Security Agreement document from your home country, or an SGK provision document. See GSS — the 90-day window for which path applies.

5. Öğrenci Belgesi — the student certificate, e-signed or stamped by your university registrar.

6. Address documentation — a dorm-management letter, a notarised rental contract, or equivalent proof. The address on this document is the address your card ships to and the address Göç İdaresi expects to find you at.

7. İkamet İzni Belge Bedeli receipt — the document fee paid at a Maliye Veznesi or authorised bank. The amount is shown on your application form.

Watch-outs
  • Missing any one document and the application is refused by the university — it doesn't progress to Göç İdaresi at all.
  • Bring originals to the university appointment alongside the photocopies. The university often keeps the copies and returns the originals.
  • Foreign-issued documents (birth certificates, prior diplomas) need apostille or consulate verification — see permits-20.
  • The form-generated checklist is the master list. If you tick off the seven categories from memory, you'll miss the sub-items hidden inside each one.
Next step

Generate the application form first — its checklist is the canonical list of what your specific case needs. Print it, work through it, and tick each item off before the university's submission deadline.
