How does a foreign worker change role or branch while staying with the same employer?

General information, not legal advice. For high-stakes decisions, confirm with the official institution in the next-step below, or consult a qualified Turkish lawyer.

Pending expert review. This fact is sourced but has not yet been reviewed by an independent legal expert. Treat as a starting point.

Four conditions all have to be met under Implementation Regulation 6735 Article 26(1):

  • The employer submits the change request via the CSGB system.
  • The new branch is registered to the same employer's trade registry.
  • The new role does not require mesleki yeterlilik or pre-approval (sağlık, MEB, YÖK), and is similar or compatible with the current work.
  • The Genel Müdürlük approves.
Watch-outs
  • If the new role requires pre-approval (health or education sector), it's treated as a brand-new application, not a change request. The pre-approval pathway in work-24 kicks in.
  • Same employer + same trade registry is what counts. Different legal entities under "the same brand" don't qualify — sister companies are separate employers under this rule.
Next step

Before starting the new role, confirm the employer has submitted the change via CSGB and received approval. Don't start working under the new role on a "we'll fix it" basis — that's the pattern that triggers work-28.
